This paper looks at the construction of the Finnish model for information society on the level of urban regeneration. We argue that the 'Finnish model' is not a unitary, nor stable entity, but rather an emergent and dynamical construct. It can be best understood in the context of the tension between public sector ideals and the market logic, and the internal tensions and transformations of the Nordic welfare society.
